The issue goes beyond the the US. Any country using OpenAI can have it escape and enter other countries online codes. Same in the US, OpenAI can break into other countries codes. This is not going to end well as it does it on its own.
We have been talking about loss-of-control scenarios for a while. This incident is a perfect example of why voluntary safety commitments are useless. Possible worse than useless. An AI system bypassing its testing sandbox on its own initiative shows a failure of containment. Scaling up to more advanced systems is incredibly reckless.

Human brains creates AI; AI then breaks out of its human made boundaries and attacks another site. Is anyone surprised? Isn't this what so many have warned about? Seriously!? The idea of an AI system that does what it wants: whenever/however/wherever, is utterly unacceptable. No system should be self-developing.
Humanity has been around without these technologies for tens of thousands of years, yet over the last few decades has developed it's own destruction (via different methods and arenas).
The Internet is a system that has changed people's way of communicating, but at the same time, changed the neurology of human societal interaction. These are the people who push the boundaries of our existence. No longer empathic, but psychopathic.
Not really a comparison, though I get the analogy. AI is a virtual world phenomenon. Once its autonomous in the real world and unstoppable, we are seeing obliteration. And I mean environmentally, not just one species within it.

Now, before I asked you to join me in that task, my first thought was an ominous one, as they sometimes tend to be these last few decades(since at least 9/11/01).
To me, this is appallingly weak, or purposeful, to say the very least. Should we be grateful that we know about this magnitude of a breech? Is it advantageous that we know? What are those advantages, if so? An example, for reference: We know about the Epstein files…Has that knowledge changed anything, in reality? Has it made us stronger, or given us more ability to be able to put forth any more real safeguards, to stop the insanity of it all? Has that knowledge allowed us to catch and punish the perpetrators of such evil on our innocent populations? Or, has it but only sunk humanity into the darker depths of despair, while simultaneously allowing the unforgivable evils of man, to continue roaming free to commit such immoral, inhumane actions, even more heinously?
Now, why would any company in this day and age, while civilian life is being surveilled more and more everyday, have the unmitigated ability/stance, to experiment with such a “potentially” volatile and complex system, without the proper, essentially vital tools to oversee, manage, control or otherwise shut down this “race” to “win” AI superiority? Does this scream WTF to you, like it does to me?! I’m suspicious of the answer to that, in all actuality.
Do these people/companies think that they’re gods, or are they just led by egomaniacal, illogical aspirations to “win” at all costs?!
Is there a breaking point, at which a decisive moment comes together, to then act? Are there serious consequences to match the “potentially” catastrophic consequences they’ve been given, for the unabated risks they’ve put the populations of humanity under?!
What happens, if those in charge of this experiment that threatens life itself, become unable, unwilling or unafraid to step up and make the choice to say, enough is enough? To scale back, if that’s even possible anymore. Someone in the comments mentioned Pandora’s box: A "Pandora's box" is an idiom for a present or action that seems fine or harmless at first, but actually creates a massive, unpredictable, and unstoppable chain of troubles. Only a self absorbed, egomaniac, with a god-complex would make such a choice as this. The road to heaven is paved with good intentions…What’s the road to hell(even on earth) paved with?!
There are innumerable paths these days that steal your joy, rape your thoughts, kill your desires and dreams. Focus first on your abilities of maintaining what you have left of these, then, once you’ve had your fill, put your full power towards doing everything innate within you, to continue to come together as one voice and let that voice be your ultimate source and weapon of strength, to defend and defeat all that which attempts to befall mankind.
What if, these “revelations” are actually meant to weaken our resolve, resistance, ability to fight back reasonably?
